The mission of LyondellBasell’s Government Affairs department is to provide representation to governing bodies in order to:
- Advance sound public policies that benefit the interests of LyondellBasell;
- Assist in achieving the company’s goals;
- Reduce the risks that threaten LyondellBasell’s business interests
- Enhance our competitive advantage and image in the global marketplace
The purpose of this position is to support Government Affairs activities in Europe as follows:
- Primarily supporting the Fuels and Refining Division, which acts as the initial sponsor of this newly-created position, and with a specific emphasis on biofuels and bio-ETBE;
- At national level, in France;
- As appropriate at EU level, to complement national actions above as well as to support other, non Fuels-business, company interests.
You report to the Government Affairs Director, Europe, located in Brussels. Guidance on biofuels issues and priorities will be ensured via a dotted line to the Business Development Manager, Fuels.
The main purpose of this job is to assist the Government Affairs Director, Europe, who acts as the Fuels advocacy regional lead in France, by supplementing and developing existing outreach towards national administrations, government, politicians, technical or business institutions.
In this position you are responsible for helping to implement a comprehensive political strategy for addressing French legislative/regulatory initiatives that have the potential to impact the company’s biofuels business. In particular the job holder will:
- Become a prime “biofuels” business face of LyondellBasell locally, developing and maintaining a network of contacts at the appropriate level
- Represent the company in relevant national committees, associations etc
- Handle both the strategic management, driving performance and the day-to-day relations with the contracted government affairs consultant agency (if applicable)
- Work with EFOA member companies with a view to look for opportunities for and engage in joint local advocacy
- Present at conference and events in the country
- Develop position papers/key messages/presentations that translate technical and scientific data into political information.
As a member of the global Government Affairs team, and as directed by the Government Affairs Director, Europe, you will also:
- Provide legislative and political intelligence, analyze and assess, and finally engage in advocacy on specific issues others than biofuels that affect the company in France
- Participate, selectively but actively, in key French or European (Brussels-based), horizontal or sector business associations such as Cefic, BusinessEurope or AmCham EU
- Represent the company as appropriate.
You are required to have/ be:
A University degree in business or engineering with a strong commercial background and a minimum of 7-10 years experience in chemical/refining/energy industry business management, commercial development, or business analysis experience.
Appreciation for the cultural, political and business dimensions prevailing in France, experience of working with EU institutions.
Strong interpersonal and team leadership skills, as well as the ability to communicate effectively to a broad spectrum of internal/external parties.
Ability to negotiate both externally and internally to formulate and execute tactical work plans.
The capacity to understand and translate technical issues into clear, understandable advocacy positions. In addition, an ability to communicate with government officials and/or other stakeholders on a senior level within different cultural environments. Required languages are French (native) and English; additional European languages are an asset.
